If you do not have a teacher in place when the application forms are released, what you should to do is as follows...
1) Complete the application form as best you can. This includes getting the signature of your school principal and school stamp. Return the partially completed application form to the Dept of Education, before the deadline date.
2) The Dept of Education Provision Team will log your application as received, but they will return it to you for completion.
3) Continue looking for a teacher and as soon as you have found one complete the teachers section and return the completed forms immediately to the Dept of Education.
